The Des Moines Area Metropolitan Planning Organization (DMAMPO) is the metropolitan areas Transportation Policy Committee (The terms DMAMPO and Transportation Policy Committee are considered synonymous and interchangeable by the DMAMPO and its staff). DMAMPO membership and accompanying voting privilege is open to local governments wholly or partially within the DMAMPO's Planning Area. Both cities and counties possessing a threshold population of 1,500 may be DMAMPO members.

Member government representation on the DMAMPO is based on population, with each member given one vote. The DMAMPO gives additional representation to larger member governments. The DMAMPO gives this representation at various population increments, as defined in the DMAMPO's 28E Agreement (the agreement that established the DMAMPO). Member government representative, appointed by their respective city council or county board of supervisors, are primarily locally elected officials.

The Iowa Department of Transportation (Iowa DOT), the Des Moines Area Regional Transit Authority (DART), the Des Moines International Airport (DMIA), the Federal Highway Administration (FHWA), and the Federal Transit Administration (FTA) serve as non-voting, advisory representatives on the DMAMPO. The DMAMPO amended its 28E Agreement to include the city of Cumming as an associate member. Even though Cumming cannot vote at the DMAMPO because of the population threshold, Cumming is welcome to sit at the table and to discuss transportation issues in the metropolitan area.

The Des Moines Area Metropolitan Planning Organization (DMAMPO) has an Executive Committee of seven representatives selected from the DMAMPO representatives. The DMAMPO Chair, the DMAMPO Vice-Chair, the DMAMPO Secretary/Treasurer, and the DMAMPO Ex-Officio make up four seats of the Executive Committee. The Executive Committee also has three at-large DMAMPO representatives selected by the DMAMPO. The DMAMPO's 28E Agreement guarantees that the City of Des Moines has a seat on the Executive Committee. If a Des Moines representative is not one of the DMAMPO's officers, then one at-large seat is reserved for a Des Moines representative.
The Des Moines Area Metropolitan Planning Organization (DMAMPO) receives technical guidance and recommendations from the DMAMPO's Transportation Technical Committee (TTC). The DMAMPO TTC's representation differs from the DMAMPO in that the Des Moines Area Regional Transit Authority (DART) and the Des Moines International Airport (DMIA) are voting members of this committee. The Iowa Department of Transportation (Iowa DOT), the Federal Highway Administration (FHWA), and the Federal Transit Administration (FTA) remain in an advisory, non-voting capacity on this committee as well. The DMAMPO TTC's representatives, primarily senior staff from the DMAMPO member governments and participation agencies, are appointed by their respective councils or boards. The DMAMPO TTC offers recommendation to the DMAMPO on transportation planning issues and proposals.
