Funding
All CIRTPA member governments have access to similar types of federal, state, and local funding programs. The CIRTPA primarily deals with the administration of Surface Transportation Program (STP) funds, which are designed to address specific issues identified by Congress and to continue programs funded under the previous highway bill. The CIRTPA suballocates its STP funds to member governments. The CIRTPA determines the amount of funding for each government based upon Iowa Department of Transportation formulas used to distribute STP funds to the state’s regional planning affiliations.
Other major federal funding sources include Highway Bridge Replacement and Rehabilitation (HBRR) program funds and Discretionary Awards (DA). Local funds consist of property taxes, the Secondary Road Fund (SRF), and Farm-to-Market (FTM) funds.
