MPO Members

Full voting membership on the MPO is open to any county or city government that is located wholly or partially in the designated Metropolitan Planning Area (MPA), that possesses a population of at least 1,500 persons, and that adopts the MPO’s 28E Agreement. The Des Moines Area Regional Transit Authority (DART) also is an MPO member. Associate membership allows a non-voting representative to actively participate in the transportation planning process and is available to all governments within the MPA that do not meet the minimum population threshold for full membership. Furthermore, governments located beyond MPA limits but within the eight county central Iowa region may petition for associate membership. Madison County, Cumming, and Indianola are associate members. The MPO includes advisory, non-voting members as well. Advisory members include:

       •The Des Moines International Airport (DSM);
       •The Federal Highway Administration (FHWA);
       •The Federal Transit Administration (FTA);
       •The Iowa Department of Transportation; and,
       •The Heart of Iowa Regional Transit Agency.
