| The Des Moines Area Metropolitan Planning Organization (MPO) has been coducting travel time surveys since 1996. Utalizing Global Positioning Systems (GPS) equipment, pre-selected routes are driven at peak traffic times during the morning and evening commute. To ensure a realistic measure of traffic is taken, the Des Moines Area MPO staff only collects travel times under "normal conditions", meaning that data is only collected Tuesday, Wednday, and Thurday, when school is in session, and weather conditions are clear. The Travel Time Survey is part of the Des Moines Area MPO's Congestion Management System (CMS). CMS is a management system required by the Federal Highway Administration, for Transportation Management Areas (TMA). TMA's are metropolitan areas with a population exceeding 200,000. For travel time survey routes, Des Moines Area MPO staff selected Primary Arterial extensions that experience congestion, defined as Level of Service (LOS) D or worse. |
