The Des Moines Area Metropolitan Planning Organization (DMAMPO), via the Transit Roundtable's Transportation Advisory Group (TAG), annually developes a Passenger Transportation Development Plan (PTDP) for the Greater Des Moines area. The first PTDP for Fiscal Years 2007 - 2011 was completed in April 2007. The TAG currently is developing the PTDP for Fiscal Years 2009 - 2012, which will be completed by April 2008.

The need for the PTDP derives from the federal transportation reauthorization bill, SAFETEA-LU, which calls for an increased effort in coordinating transportation services, particularly services intended for elderly persons, persons with disabilities, and low-income persons.  To that effect, the Iowa Department of Transportation now requires metropolitan planning organizations and regional planning affiliations to complete the annual PTDP. 

The PTDP requires an inventory of existing transportation services and providers, an assessment of unmet transportation needs, and the development of projects to address identified needs.  Funding amounts and sources for any transit projects that will be included in the DMAMPO’s Transportation Investment Program must first be included in the PTDP, along with justification for each element.
