Federal Functional Classification

The Des Moines Area Metropolitan Planning Organization (MPO) works cooperatively with the Iowa Department of Transportation (Iowa DOT) and the Federal Highway Administration (FHWA) to maintain the Federal Functional Classification System in the metropolitan area. The Des Moines Area MPO maintains the functional classification system within the Des Moines Area MPO's Planning Area.

Functional classification is a hierarchy of five roadway classes. The classes, from highest to lowest, are: interstates, principal arterials, minor arterials, collectors, and local streets. Roadways with higher classifications serve mobility more than provide access to individual properties. Roadways with lower classifications provide access to individual properties more then serve mobility. The functional classification system's significance to the Des Moines Area MPO's activities is that federal funding can be spent only on roadways functionally classified as collector or higher on the federal-aid system. The Des Moines Area MPO annually reviews the Planning Area's functional classification system and makes adjustments, as needed.
