At A Glance . . .

Since July 1991, Tom has been the Des Moines Area Metropolitan Planning Organization's (MPO) Executive Director. The MPO serves 13 city members, three county members, and two associate city members to the organization. In July 1994, Tom assumed responsibility as Program Coordinator for the newly created
Central Iowa Regional Transportation Planning Alliance (CIRTPA). CIRTPA represents eight county members and 10 city members, working on transportation planning issues outside the MPO's Planning Area in central Iowa. Before July 1991, Tom served 10 years as Tulsa, Oklahoma, MPO Director. Tom, born in Oelwein, Iowa, holds a B.A. from St. Cloud State College, St. Cloud, Minnesota; an M.A. from the University of Akron, Ohio; and worked toward a Ph.D. at the University of Georgia in Athens.

Besides serving many Des Moines Area MPO and CIRTPA standing committees that meet monthly, Tom is involved with other organizations and committees dealing with transportation issues, and some of those activities include:

Serves on the National Association of Regional Councils' Executive Directors Committee, representing Region 11 (Iowa, Missouri, Kansas);

Serves on the National Association of Regional Councils Executive Directors Committee's Bylaws Subcommittee;

Serves on the National Association of Regional Councils' Transportation Working Group;

Served on the National Association of Regional Councils' Board of Directors for 2000-2001, as one of two Association of Metropolitan Planning Organizations representatives to that board;

Served on the National Association of Regional Councils Board of Directors' Executive Committee;

Served on the National Association of Regional Councils' Bylaws Committee;

Served as Vice Chair of the Association of Metropolitan Planning Organizations Board of Directors for 2001, serving on the Board of Directors for 2000-2001;

Serves as an advisory member of the Iowa Association of Regional Councils' Board of Directors;

Serves on the Federal Highway Administration's and the Environmental Protection Agency's jointly-sponsored Travel Model Improvement Program Review Panel, representing the small and medium-sized metropolitan planning organizations of the United States;

Serves on the Federal Highway Administration's Transportation, Economic, and Land Use System Advisory Committee, a pilot project being carried out by the New Jersey Institute of Technology and Rutgers University;


Serves on the Institute of Transportation Engineers ITS Standards Outreach, Education, and Training Users Advisory Committee;

Participates as a member of the Transportation Research Board;

Served on the Midwest Transportation Planning Conference Planning Committee for the Spring 2003 Conference, St. Louis;

Participates in the ITS Heartland Organization, sponsored by the University of Nebraska, Lincoln's Midwest Transportation Center;

Serves on the Iowa State University's Midwest University Transportation Center Advisory Board;

Serves on the Iowa DOT Statewide Transportation Plan Update Advisory Committee, composed of regional planning and metropolitan planning directors;

Participates in the North American Superhighway Coalition's Inland Port Working Group, involved with metropolitan areas from Canada, Mexico, and the United States;

Serves on the Iowa DOT's I-235 Steering Committee and that committee's Traffic Management Subcommittee, particularly related to Intelligent Transportation System issues;

Serves on the Transportation Management Association's Executive Board, working with the business community on travel issues associated with I-235 reconstruction;

Serves on the Iowa 44 Highway Corridor Coalition Executive Committee, promoting a roadway improvement involving four counties, two regional planning groups, and an MPO;

Served on the Polk County's Community Workforce Partnership Executive Board, dealing with jobs access and reverse commute issues;

Serves on the Des Moines international Airport's Master Plan Refinement Technical Advisory Committee;

Served on the Ankeny Regional Airport's Airport Master Plan Resource Group;

Serves on the Greater Des Moines Partnership's (Metropolitan Chamber of Commerce) Port Des Moines Phase II Steering Committee;

Serves on the Greater Des Moines Partnership's Government Policy Task Force; and

Serves the Greater Des Moines Partnership to plan the annual trip to Washington, D.C., to visit with Iowa's Congressional delegation about transportation systems and infrastructure issues important to the Des Moines metropolitan area and to central Iowa.
