July 1991 to Present: 

Des Moines Area Metropolitan Planning Organization’s (MPO) Executive Director, serving sixteen member cities and three member counties.  Before July 1991, served ten years as the MPO Director in Tulsa , Oklahoma .

July 1994 to Present: 

Program Coordinator for Central Iowa Regional Transportation Planning Alliance (CIRTPA) composed of eight member counties and ten member cities.

Education:

Bachelor of Arts, St. Cloud State College, St. Cloud , Minnesota ;
Master of Arts, University of Akron , Akron , Ohio ; and,
Additional graduate work, University of Georgia in Athens , Georgia, Ph.D. (ABD).

Lives in Urbandale , Iowa , with his wife, Rita; they have three daughters – Megan ( Las Vegas ), Melanie ( Urbandale ), and Meredith ( Nashville ).

Besides serving the many committees, subcommittees, working groups, and roundtables involved with the Des Moines Area MPO and the CIRTPA, Tom is involved with other organizations and committees dealing with transportation issues, and some of those activities include, but are not limited to the following:


CURRENT ACTIVITIES

·         Serves, by invitation from the Transportation Research Board’s National Cooperative Highway Research Program (NCHRP), as Panel Chair for NCHRP Project Panel B08-61, the update of NCHRP Report 365 – Travel Estimation Techniques and Parameters for Urban Planning;

·         Serves, by invitation, on the United States Department of Transportation’s Intelligent Transportation Systems (ITS) Lessons Learned Data Base Users Group (PAUSE);

·         Participates in the North American Super-Corridor Coalition/North American Inland Ports Network Group, involved with metropolitan areas and states/provinces from Canada, Mexico, and the United States, with the Des Moines Area MPO a member of that group;

·         Participates in the ITS Heartland Organization, sponsored by the University of Nebraska , Lincoln ’s Midwest Transportation Center ;

·         Serves, by invitation, on the Iowa Department of Transportation’s Statewide Travel Demand Model Development project, including consultant selection;

·         Serves, by invitation, on an Iowa DOT Statewide Transportation Plan Update Advisory Committee, composed of regional planning and metropolitan planning directors, relating primarily to freight issues;

·         Serves, by invitation, on the Iowa State University Community and Regional Planning Program’s Planning Advisory Council;

·         Serves on the Greater Des Moines Partnership’s (Chamber of Commerce) Government Policy Committee;

·         Serves on the City of Des Moines ’ Southeast Connector Project Advisory Committee;

·         Serves on the Transportation Management Association’s Board of Directors;

·         Serves on the Des Moines Metropolitan Transit Authority’s Alternatives Analysis (Bus Rapid Transit) Technical Advisory Committee, including consultant selection; and,

·         Serves on the Iowa Association of Regional Councils’ Board of Directors.



RECENT ACTIVITIES

·         Served on the Iowa DOT’s I-235 Steering Committee and that committee’s Traffic Management Subcommittee, particularly related to Intelligent Transportation System issues;

·         Served, by invitation, on the Federal Highway Administration’s and the Environmental Protection Agency’s jointly-sponsored Travel Model Improvement Program Review Panel, representing the small and medium-sized metropolitan planning organizations of the United States ;

·         Served, by invitation, on the Federal Highway Administration’s Transportation, Economic, and Land Use System Advisory Committee, a pilot project being carried out by the New Jersey Institute of Technology and by Rutgers University ;

·         Served, by invitation, on the Transportation Research Board’s Conference Planning Committee for the May 2005 Conference on Census Data for Transportation Planning:  Preparing for the Future, held in Irvine, California, with the committee to prepare a conference proceedings to be issued to the United States Department of Transportation and to the United States Census Bureau;

·         Served, by invitation, on the United States Department of Transportation’s Data Requirements in Transportation Reauthorization Legislation Conference Planning Committee, to be hosted by the Transportation Research Board in Washington , D.C. , December 2005, serving as a closing speaker, and participating in a Transportation Research Board panel at the Board’s Annual Conference in January 2006;

·         Participated, by invitation, in the American Association of State Highway and Transportation Officials and the Transportation Research Board’s Workshop on Priority Census Data Uses and Needs, held in Washington , D.C. , April 2006;

·         Served, by invitation, as panel moderator, in June 2005 and June 2006, on nationally televised Internet web casts for the Federal Highway Administration and the National Association of Regional Councils on the Federal Highway Administration’s TELUS software;

·         Served on, by invitation, on a Faculty Selection Committee in 2005 for the Iowa State University ’s Community and Regional Planning Program charged with hiring new faculty, including an Associate Chair;

·         Served as an At-Large Representative on the National Association of Regional Councils Executive Directors Committee in 2007-2008;

·         Served on the National Association of Regional Councils’ Transportation Executive Committee;

·         Served on the National Association of Regional Councils’ Freight and Goods Movement Transportation Issues Committee;

·         Served on the National Association of Regional Councils’ Executive Directors Committee’s Bylaws Subcommittee;

·         Served on the National Association of Regional Councils Board of Directors, for 2006-2007, as Past Chairman of the Executive Directors Committee;

·         Served as Vice President of the National Association of Regional Councils Board of Directors in 2005-2006, and on the Board of Directors Executive Committee;

·         Served as an Officer of the National Association of Regional Councils Executive Directors Committee in 2006-2007, as Immediate Past Chairman;

·         Served as Chair of the National Association of Regional Councils Executive Directors Committee’s 2007-2008 Nominating Committee;

·         Served as Chair of the National Association of Regional Councils’ Executive Directors Committee for 2005-2006; served as the Region 11 ( Iowa , Missouri , Kansas ) representative prior to becoming an Executive Directors Committee officer;

·         Served on the National Association of Regional Councils’ Strategic Planning Committee;

·         Served on the National Association of Regional Councils Executive Directors Committee’s Conference Planning Committee for the 2006 Annual Meeting, September 2006, New Bern , North Carolina ; served as Chair of the 2005 Conference Planning Committee for the October 2005 Breckenridge , Colorado ;  meeting;

·         Served on the National Association of Regional Councils’ Board of Directors for 2000-2001, as one of two Association of Metropolitan Planning Organizations representatives to that board; and,Served as Vice Chair of the Association of Metropolitan Planning Organizations Board of Directors for 2000 – 2001.
